Open source Online Accounting System for Government Autonomous bodies being piloted in ICMR – Indian Council of Medical Research (Mid 2016 till date). The application is named as ICMR Balance.

 

Funded by Tata Trust we are partnering as the lead consultant of the project. We are providing the Domain Expertise, Application Architecture, Data base design and Business logic through stored procedures and triggers.

 

ICMR wanted to move from a very old archaic manual system running for decades to a robust all-encompassing Budgetary, Expenditure and Accounting management system for its Headquarters in Delhi and the 27 institutes all over India.

 

The challenges are aplenty where the HQ had very limited knowledge of how the funds are being used, budgetary requirements, statutory obligations in real-time. To mitigate the same using the application once data is fed through the system it produces an array of MIS reports which allows the Accounts officers, financial advisor to be on top of the books of accounts for the complete organization.

 

Our solution has been running in the Headquarters and 4 local institutes for the last 1 year with the rollout to all the other institutes going on currently.

 

The same has been found to be extremely useful as an able ally for PFMS – the government portal for expenditure management. How we claim the space is that PFMS is at macro or gross level which only meets some part of requirement of institutions. Our application seamlessly fits in at the micro level being GFR-2017 compliant and providing all the requisite reporting as required by the CAG, Parliament and suitable for Income Tax Annual reporting.
